How to start a Blood specimen Collection Centre for Investigation

If we want to set a chain of collection centres where in a patient walks in and gives blood specimen and then the specimen are accumulated and sent to Nairobi for testing by airways and then we download the report through internet.
What is the procedure to set up these Blood specimen or body fluids collection centres for investigation.
