Answer:
You should appeal to the Honorable Minister for Internal Affairs within 30 days from date of rejection.

Please appeal to Commissioner Immigration within 30 days from date of rejection of visa application

2. and ones rejected from Uganda high commission in India, can we get visa on arrival
No. You should first make an appeal at the Uganda High Commission.
